Explanations to Article 18

It was not long ago that people in Europe were persecuted, tortured or executed because of their religion or belief. Many wars were caused by different views on the right religion. The right to practice one's religion or belief, whether in private or in public, the right to impart and teach religion, and the right to other manifestations of faith therefore not only protects a basic human need, but also contributes to peace within a society and between states.

The right to freedom of thought and conscience is the right of everyone to form their own thoughts and conscience autonomously without undue influence from outside. Any intervention, such as brainwashing or the use of drugs to manipulate the conscious or subconscious, is prohibited.
